The goal of this mechanism is to focus on the drivers of the epidemic specifically within the military to addresses misconceptions with regards to HIV/STI transmission and promote positive behavior, skills, knowledge, attitudes and practices related to HIV and STI prevention. PASMO will work with the military in HIV/STI epidemiological surveillance identifying key geographical, occupational, and situational factors contributing to risk-taking behavior. PASMO will work with the military to identify key entry points and opportunities for delivery of a tailored combination prevention package. Program activities will seek to secure military leadership endorsement and support of interventions addressing important topics such as gender norms and substance abuse.

Cost efficiency will be improved by increasing capacity of military healthcare workers to conduct trainings internally, leveraging partnerships with local organizations, and sharing best practices across militaries in the region. PASMO will be responsible to monitor and evaluate and follow up, the quality of the educational sessions provided by military personnel. The program will decrease gradually the financial and human resources responsibilities and will transition the responsibility to the military health authorities of the country.

PASMO will be implementing quarterly monitoring and annual performance evaluation in order to improve activities and inform decision makers about the advances in the implementation and transition of the program.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
